[SGVLUG] asterisk with freePBX

fxo is for converting a phone line to a digital signal, IE it needs a
dial tone at the other end.

An fxs is for converting a digital signal to a telephone, IE it
produces dial tone to a device on the other end.

You may just have the wrong equipment.
